The owner of a Wisconsin Highway Construction Company has indicated that he will expand his business in the neighboring (and non-Right-to-Work) state of Minnesota because he says the recently enacted Right-to-Work law in Wisconsin will ultimately cost his company money, according to an article in the Duluth News Tribune
